Deputy Chief Accountant

Job Description:

• As part of the above expansion plans the PayPal Finance Group is seeking to hire an experienced Senior Accountant/Controller to provide leadership and expertise in the development of the Russian operations. The role will be first focused on Controlling of Accounting and Reporting.
• With a solid understanding of accounting in the banking / payments industry, coupled with a thorough understanding of finance, this position will lead efforts to develop the financial reporting for PayPal Russia entity. The role is cross functional in scope, working very closely with teams (e.g. Technology, Compliance, RGR, Tax, Treasury, GEM, Legal, etc.) across EMEA region and PayPal's Global Headquarters in San Jose (US) and Singapore (APAC).

Your primary responsibility will be

• Accounting & Reporting
• Ensure that all Russian financial regulatory and statutory requirements are met and that accurate and timely reporting submitted.
• Ensure that proper accounting books and records are maintained in local GAAP and that US GAAP adjustments are provided for consolidation purpose.
• Ensure that local tax filing and payment requirements are complied with.
• Ensure that appropriate finance controls and processes are in place for the PayPal Russia entity and provide assistance where necessary.
• Act as local finance resource to assist the external and internal audits.
• Participate in cross functional projects and support PayPal business and product expansion.
• Monitoring the NBCI compliance with the regulatory financial requirements.
• Responding to ad hoc requests from the regulators.
• Gain a solid understanding of PayPal’s corporate and customer business transactions, accounting flows, controls and finance processes.
• Gain a full understanding of PayPal’s regulatory obligations and provide adequate support to ensure adherence at all times. Contribute actively to Non Banking Credit Institution license application process.

Requirements

• Qualified accountant (ideally from a Big 4 and or banking background) with 10+ year professional experience, preferably in high growth multi-national companies and/or consumer banking (payments, credit cards).
• Graduate degree: Masters (or equivalent) required.
• Detailed knowledge of Russian banking environment including accounting, regulatory reporting, compliance, risk management and tax.
• Strong working knowledge of Russian GAAP. US GAAP / IFRS are an advantage.
• Strong working knowledge of the CBR accounting and reporting.
• Strong working knowledge of the Tax accounting and reporting.
• Experience with major ERP system required. SAP is an advantage.
• Fluency in English and Russian is mandatory.
• Advanced technical skills in Microsoft Excel, Microsoft PowerPoint is an advantage. 
• Strong written and oral communication and interpersonal skills.
